Road Report:
Heavy Rains caused serious damage to all areas of road, especially hills. Very little has been spent on road leading up to this year, which increased the impact.
Decision to use quality materials were required to repair road. (crushed granite on flats, limestone on hills)
Barry offered extra “good neighbor” discount on work.
Mowing was generally considered good value, and no concerns expressed with using contractor in future
No complaints or concerns expressed with the roadwork
New Business
Boyd's Road Report… "The Road is pretty good"
Offers on 3 of 5 lots of Bill H. – pending survey and severance – unable to send road due bills at this point. No grandfathering – once sales are final – Boyd to approach about new construction road maintenance one-time charge in advance.
Discussion about increasing the road dues AGAIN: raised by Rod for Millers – no majority support
Dave Long – discussed the creation of capital fund where those who want a better road can make payments outside of road dues – no majority support
Two families believe the road is over engineered and would be happy with a two track grass lane. No majority support for a managed deterioration plan
Overall decision not to increase dues, but acknowledgment that if road gets hit with another bad storm season there may not be enough money to make necessary repairs.
Group consensus that if emergency repairs are needed, residents will discuss a special assessment to raise the necessary funds.
Note: the gate at the entrance to Miller’s will be locked for a day and re-opened in order to meet (legal) requirements to maintain "private road" status – this will be done at a time to avoid disruption of service, approximately mid-April
