Appointment of Recording Secretary: Josh Henderson
Financial Report: Dave L
Dave read the financial report for both Miller’s and Preacher’s Point accounts
Accounts are healthy and have recovered from the 2013 and 2014 storm expenditures.
Accounts would be able to cushion a significant storm repair if required.
Dave reminded everyone that the financial data is available at www.preacherspoint.com
Online billing and payment is working extremely well. Easiest year ever even with the highest number of members.
Dave was thanked for his excellent handing of the finances and website
Road Report: Boyd R
Introductions
Reading of previous meeting minutes
Road is in Good shape due to lack of heavy storms and regular maintenance (grading and material addition)
Members were reminded that detailed road reports are regularly added to preacherspoint.com
Road side mowing and tree pruning contracted out again this year to maintain visibility on corners
New business
Boyd to work with Blair Sand and Gravel to obtain quotes for additional hill maintenance and the improvement of ditches to increase drainage.
Boyd has some excavator worked planned on his property. “On the way by” he will have them remove several large rocks have been pushed up into the road due to frost.
Steve and Linda, and Jennifer and Derek stated the tree pruning was too aggressive in their area, with large trees removed. Boyd and Josh to work more closely with the Contractor during the 2018 season. Mowing is done annually, Pruning every two years, or as required personally by Josh and Boyd. (Edit: subsequently, Boyd inspected the tree damage across from Stephen and Linda’s driveway entrance, as well as Jennifer and Derek’s property. Again, sorry for the aggressive cutting and any further removal will be personally supervised).
Member reported culvert crushed on Artisan. Josh and Boyd to inspect, and repair as required. Post meeting note: Based on the direction that the damage was caused by, the tire marks, and some discussion, it was determined that the damage may have been done by someone other than the tractor (Hydro, or BR truck during pruning). It is expected that the repairs can be done to avoid replacement. Also, BR will investigate “Culvert” warning flags for consideration (IE Culvert! Don’t drive over me, you idiot!)
This fall Josh and Boyd to remove several dead trees on Preacher’s Point road that are soon to fall across the road. (BR – woodpeckers to be given ample warning to vacate)
Some 911 signs are deteriorating potentially, per the Municipality, due to aggressive blue jays. Steve W reports Municipality replaced his for free, and plastic covers are available for a small fee.
Boyd in discussion with Members who use the old Hare road. Potential to connect to Preacher’s further along, cutting out a section of the Hare road that is difficult to maintain for residents. Any costs will be handled between the members and not the road association. BR- it looks like about a 400 (of 900) meter savings – BR and Barry Boice to review week of August 28, 2016)
The recycled road asphalt topic was discussed again. Generally agreed to be a good product, but local availability and trucking costs continue to be a barrier. Standing action with Blair Sand and Gravel to notify Boyd if local supply opportunity becomes available.
At the next meeting we will provide name tags for everyone since the association is growing
Discussion had regarding Bear sightings and the use the preacherspoint.com for Bear alerts. Considered out of scope for the road association. Members are reminded to follow guidelines set up by the Province and MNR. https://www.ontario.ca/page/prevent-bear-encounters-bear-wise
Significant discussion around items pertaining to Boice Bradley Rd. Concerns around traffic speed, and gravel trucks sharing the road. Member request to place a convex mirror on a blind corner. Member request to place SLOW signage on corners. Boyd will make inquiries, but Members are reminded that Boice Bradley Rd is public access and not part of the Preacher\Millers span of control. (BR to follow up with Craig M regarding possible signage options)
Note: the gate at the entrance to Miller’s will be locked for a day and re-opened in order to meet (legal) requirements to maintain "private road" status – this will be done at a time to avoid disruption of service, approx mid-April
Josh called for End of Meeting. Alex D seconded the motion
Boyd and Sue wish to thank all those for attending, and bringing lots of extra beverages and goodies.
Location and date of next year’s meeting will be sent out early next summer.
